Directions for effective long-term management of higher education institutions in Uzbekistan

Abstract

This study examines the key directions for ensuring the effective long-term management of higher education institutions in Uzbekistan by focusing on four major management dimensions: strategic governance, financial sustainability, digital transformation, and stakeholder engagement. The research employs descriptive statistics, correlation analysis, and multiple regression analysis to assess the relationships between these factors and long-term institutional effectiveness. The empirical results indicate that the estimated model has high explanatory power (R² = 0.989; Adjusted R² = 0.980) and is statistically significant overall (F = 113.50; p < 0.001). Among the examined factors, financial sustainability (β = 0.1925; p = 0.010) and digital transformation (β = 0.1011; p = 0.006) demonstrate statistically significant positive effects on long-term institutional effectiveness, whereas strategic governance shows a positive but statistically insignificant effect and stakeholder engagement does not demonstrate a significant independent effect in the estimated model. Based on the findings, the study proposes strengthening multi-year financial planning, developing integrated digital management systems, introducing measurable institutional performance indicators, establishing systematic stakeholder advisory mechanisms, and implementing a Long-Term Institutional Effectiveness Index. The findings provide practical implications for developing a financially sustainable, digitally enabled, performance-oriented, and strategically integrated framework for the long-term management of higher education institutions in Uzbekistan.

Higher education has become one of the most important drivers of sustainable socio-economic development in the knowledge economy. Universities are no longer viewed solely as institutions responsible for teaching and research; they are increasingly expected to promote innovation, support regional development, strengthen industry collaboration, and contribute to national competitiveness. Achieving these functions requires higher education institutions (HEIs) to adopt effective long-term management approaches capable of responding to rapid technological, demographic, and economic changes.
